On December 9, 2011, the Japanese Cabinet of Ministers passed the tax reform outline. The Japanese government and the ruling Democratic Party reached an agreement on the adjustment of automobile taxes and fees. The tax incentives for energy-saving vehicles were originally scheduled to expire in April 2012 and their effectiveness will now be extended to April 2015. According to the outline, vehicles can receive a subsidy of 100,000 yen in exchange for new ones, and the total subsidy budget is 300 billion yen.
Japan will reduce its autotax tax by 1,500 billion yen (about 1.93 billion U.S. dollars) annually to 150 billion yen to reduce the tax burden on vehicle owners. The tax refund policy for environmental vehicles scheduled to expire in September will continue for another year.
Before the plan was finalized, the Japanese government and the ruling Democratic Party were still debating the tax cuts and tax rebates to the auto industry. Japan’s Finance Minister Jun Azumi previously stated that before applying the tax cuts, the government should support the auto industry and seek ways to curb the losses of auto companies.
However, Japanese Prime Minister Noda Yoshihiko rejected the proposal to further implement tax reduction measures for cars.
Toshiyuki Shiga, president of the Japan Automobile Manufacturers Association (JAMA), said: "The original intention of the automobile industry to propose tax reduction is not limited to reducing the tax burden on auto companies, but also to effectively respond to the appreciation of the yen. Avoiding the emptying of the Japanese auto industry and ensuring that the country’s auto production is not affected."
